The International Powered Access Federation (IPAF)
The International Powered Access Federation (IPAF) is a globally recognised authority promoting the safe and effective use of powered access equipment such as MEWPs (Mobile Elevating Work Platforms), including scissor lifts, boom lifts, and cherry pickers. IPAF develops industry-standard training programmes for operators, managers, and inspectors, leading to the award of the IPAF.
IPAF courses, offered by the International Powered Access Federation, are specialised training programs designed to equip individuals with the knowledge and skills required to operate various types of work platforms safely and efficiently. These courses cover a wide range of topics including equipment operation, safety procedures, risk assessment, and regulatory compliance. The Powered Access Licence (PAL)
The IPAF PAL Card (Powered Access Licence) is an internationally recognised certification awarded to individuals who successfully complete IPAF operator training courses, such as those covering 3a, 3b, and 1b MEWPs. The PAL Card proves that the holder has been trained to safely operate specific types of powered access equipment, including scissor lifts and boom lifts. Valid for five years, the PAL Card includes key information such as the operator’s name, photo, expiry date, and the categories of equipment they’re certified to use. It is a vital credential for anyone working at height across construction, maintenance, and industrial sectors.
Mobile Elevating Work Platforms (MEWPs)
The Health and Safety Executive (HSE) recognises Mobile Elevating Work Platforms (MEWPs)—including cherry pickers, scissor lifts, and boom lifts—as valuable tools for safely working at height when used correctly. MEWPs offer a safer alternative to ladders and scaffolding for tasks that require mobility, height access, and stability. However, the HSE stresses that all MEWP operations must be thoroughly planned, supervised, and carried out by competent individuals.
Training is a legal requirement under the Work at Height Regulations 2005 and Provision and Use of Work Equipment Regulations (PUWER) 1998. Operators must be trained in how to use MEWPs safely, understand the specific risks (like overturning, falling, or entrapment), and be able to conduct pre-use checks. Recognised training schemes—such as IPAF (International Powered Access Federation) certification—are often recommended by the HSE. Employers must also ensure rescue plans are in place in case of emergencies.
