Carry Out Non-Licensed Asbestos Work Safely and Legally

This one-day UKATA Non-Licensed Operative course is for tradespeople who actually carry out non-licensed work with asbestos containing materials (ACMs), and for the supervisors responsible for them. It goes well beyond awareness, covering how to decide which category of asbestos work a job falls into, the controls that keep fibre release low, and the decontamination and waste procedures that stop contamination spreading after the job is done.

Non-licensed work, such as removing asbestos cement sheeting or working on textured decorative coatings, still exposes people to asbestos fibres. Regulation 10 of the Control of Asbestos Regulations 2012 (CAR 2012) requires anyone carrying out or supervising this work to receive suitable training for the work they are doing, and this course provides it.

There are no formal entry requirements, although candidates should already understand asbestos awareness content.

• Selecting, fitting, checking and maintaining respiratory protective equipment (RPE), and why face fit testing matters

• Bagging, labelling, transporting and disposing of asbestos waste
• Emergency procedures for an uncontrolled release

Methods of Assessment

The method of assessment is a three-step journey:

Step 1. Practical Work

Observed practical exercises covering controlled methods, putting on and removing protective clothing in the correct order, decontamination and waste bagging.

Step 2. Category Exercise

Deciding whether a series of real jobs are licensed, notifiable non-licensed or non-licensed work.

Step 3. Written Assessment

A written check on the regulations, the work categories and the controls, followed by a UKATA certificate valid for one year.

Frequently Asked Questions

What counts as non-licensed asbestos work?

Work where exposure is expected to be low and the material is in reasonable condition, such as removing asbestos cement products or working on textured decorative coatings with controlled methods. The category depends on the material, its condition and the method used.

What is notifiable non-licensed work?

A category introduced by CAR 2012. It does not need a licence, but it must be notified to the relevant enforcing authority, records must be kept and workers need medical surveillance.

Does this course allow us to carry out licensed asbestos work?

No. Licensed work, which includes most work on sprayed coatings, lagging and asbestos insulating board, must be carried out by a contractor licensed by the HSE. No training course replaces that licence.

Do we still need face fit testing?

Yes, for any tight-fitting RPE. The course explains why it matters, but the face fit test itself is arranged separately.

How long is the certificate valid?

One year. Annual refresher training is expected for non-licensed asbestos work.
