NEBOSH HSE Certificate in H&S Leadership Excellence

The NEBOSH HSE Certificate in Health and Safety Leadership Excellence is a one-day qualification developed jointly with the Health and Safety Executive, written for senior leaders rather than safety specialists. It follows HSE's own model of effective health and safety leadership, and it is about what leaders do and say rather than about technical hazard control.

What it covers

Unit HSL1 runs to three elements and is deliberately interactive, built around influence rather than procedure. It is the qualification for the person who sets the tone rather than the person who writes the risk assessment.

The foundations of health and safety leadership: the moral, legal and business arguments, and why an agreed safety vision matters
Human failure and decision making, and how both shape what actually happens on the ground
Leadership itself: how behaviour shapes safety culture, for better and for worse
How leaders gain genuine assurance that safety is being managed, rather than reassurance
How leaders build effective relationships with the workforce
Planning a leadership intervention you will carry out in your own organisation

Assessment and certification

Assessment is completed alongside the learning rather than as a separate examination. Unit HSL1 takes the form of reflective statements written throughout the course, showing how your own knowledge, skills and behaviours may have both positive and negative effects on health and safety performance in your organisation. You also commit to a specific leadership intervention that will improve health and safety management within your sphere of influence at work. Your Learning Partner registers you for the assessment, and results are issued within 24 working days. The qualification has been credit rated at SCQF Level 6 by Qualifications Scotland, comparable to RQF Level 3 in England, Wales and Northern Ireland.

The pre-course reading is the part people skip

Around three hours of preparation is expected before the day, and it is not generic reading. You are asked to look at your own organisation's health and safety vision, its principal risks and what its policy actually commits you to. Turning up without having done it means spending the day discussing someone else's business instead of your own, which is most of the value gone.

Common questions

Who is Leadership Excellence actually for?

Senior leaders and those aspiring to senior roles. It assumes you influence how an organisation behaves rather than that you manage hazards directly. If you supervise or manage work day to day, IOSH Managing Safely or the NEBOSH General Certificate will serve you better.

How is it assessed?

By reflective statements completed during the course rather than an examination afterwards, plus a commitment to a specific leadership intervention in your own workplace. There is no exam to revise for, which is deliberate: the qualification is about what you will change, not what you can recall. Results follow within 24 working days.

How long does it take?

One day, with a minimum of seven taught hours, plus around three hours of pre-course reading beforehand.

Is it a substitute for a certificate-level qualification?

No. It is a focused leadership qualification covering no technical syllabus, and it sits at SCQF Level 6, comparable to RQF Level 3. Leaders who also need working knowledge of risk usually pair it with the General Certificate or IOSH Managing Safely.
