Target Zero Training — CITB Site Safety, Temporary Works and ProQual Construction NVQs

Target Zero Training runs the CITB Site Safety Plus suite from seven centres across South Yorkshire, Essex, Cambridgeshire, West Sussex and East London, with live online delivery alongside. What sets the catalogue apart is the depth either side of that core: an unusually complete temporary works ladder — coordinator, coordinator refresher and supervisor, all seven centres and online — and a ProQual NVQ range running from Level 2 trades right through to Level 7 senior site management. For a contractor moving people from operative to supervisor to manager, most of that progression can be sourced from one provider.

CITB Site Safety Plus across seven centres
The five-day SMSTS and two-day SSSTS both run at Sheffield, Rotherham, Waltham Abbey, Chelmsford, Crawley, Peterborough and Stratford, plus live online — and so do both refreshers, which is rarer than it sounds. Temporary works — the complete ladder
All three temporary works courses run at every one of the seven centres and online: Temporary Works Coordinator, the coordinator refresher, and Temporary Works Supervisor. Most providers carry one or two of these at a single venue, so if you are appointing under BS 5975 and need coordinator and supervisor trained together, this is a practical place to do it. The coordinator ticket needs refreshing every five years.
ProQual NVQs — Level 2 trades and operations
Sixteen Level 2 ProQual qualifications covering trowel occupations and brick laying, formwork, groundworks, drainage, specialist concrete, cladding, demolition and refurbishment, heating and ventilation ductwork, fire resisting timber doorsets, fitted interiors for kitchen and bathroom fitters, and four interior systems routes — dry lining and finishing, dry lining and ceiling fixing, acoustic flooring and architectural metalwork. ProQual NVQs — supervision, management and lifting
At Level 3: occupational work supervision, contracting operations, steel erecting, steel fixing, site carpentry, painting and decorating, brick laying, and assessing vocational achievement for people moving into assessor roles. At Level 4: site supervision, internal quality assurance of assessment, and crane supervisor. Level 5 covers the appointed person for planning lifts. At Level 6: construction site management, contracting operations management, and a diploma in occupational health and safety. Level 7 covers senior site management. The Level 6 site management diploma is the usual route to a CSCS black manager card for people who came up through the trade rather than through a degree.
NEBOSH, IOSH and environmental management
The NEBOSH General Certificate runs at Chelmsford and live online, with the Health and Safety Management for Construction certificate online. IOSH Managing Safely is delivered at Chelmsford and Waltham Abbey and online. On the environmental side, the ISEP Foundation Certificate in Environmental Management runs online — ISEP is the awarding body formerly known as IEMA, rebranded in July 2025, and the qualification itself is unchanged.
Cable avoidance
The EUSR Category 1 course, covering locating buried services with a cable avoidance tool and signal generator, runs at Sheffield. Worth booking before groundworks rather than after a strike — utility strikes are among the most common causes of serious injury on excavation work.
How the NVQs work
NVQs have no course dates because there is no course to attend. They are assessed on evidence of work you are already doing — photographs, witness testimony, site records and assessor visits or remote assessment — built into a portfolio over a period of months rather than days. That means you need to be currently working in the occupation to take one. It also means the timeline depends far more on how promptly you gather evidence than on the provider. Everything else on this page is a dated course; these are not.
Keep the certificate current
SMSTS, SSSTS and the temporary works coordinator ticket all run five years, and the refresher must be completed before the original expires. There is no grace period — miss the window and it is the full course again, five days rather than two for SMSTS. NVQs, by contrast, do not expire, though the CSCS card issued off the back of one does. Diary the expiry when the certificate arrives.
