Excavate and reinstate in the highway to the NRSWA standard
This five-day CABWI New Roads and Street Works Act (NRSWA) Operatives course gives the people who dig, backfill and reinstate in the public highway the skills and knowledge to do it safely, legally and to the required specification. It leads to the SWQR card that utilities, contractors and highway authorities expect operatives to hold.
The course is delivered in Aylesbury, Buckinghamshire by Safeteam Training Group, a CITB Approved Training Organisation with its head office in Raunds, Northamptonshire.
Who Is the NRSWA Operatives Course For?
The operative foundation course is for people who carry out street works and have never attended NRSWA training, or have not attended within the last five years. If you already hold an SWQR card that is due to expire, the NRSWA reassessment is the right course instead. If you monitor operatives' work rather than carry it out, see the NRSWA for Supervisors courses.
Under the New Roads and Street Works Act 1991, street works in the public highway must be supervised by a person holding the supervisor qualification, with at least one qualified operative on site at all times while the work is in progress. NRSWA training covers the work involved – traffic management, utility installation, excavation and utility repair – and is assessed by CABWI (the Certified Awarding Body for the Water Industry), with qualifications recorded on the Street Works Qualifications Register (SWQR).

NRSWA Operatives FAQs
How long is the NRSWA Operatives course?
Five days, delivered at the Aylesbury venue.
Who needs the foundation course rather than the reassessment?
Anyone who has never completed NRSWA training, or has not done so within the last five years. Current card holders whose SWQR card is about to expire take the reassessment.
Which units are on the operative course?
The operative units are LA (location and avoidance of underground apparatus) and O1 to O8, covering signing, lighting and guarding, excavation, backfill and the reinstatement of different surface types.
Do I have to apply for the SWQR card myself?
No. Safeteam applies for the SWQR card on your behalf once your units are passed.
What is the difference between the Operatives and Supervisors courses?
Operatives carry out the excavation and reinstatement work. Supervisors take the S units, which focus on monitoring that work and the site's signing, lighting and guarding.
