Renew Your Street Works Certification in Blackburn

The NRSWA Reassessment training course is designed for Operatives and Supervisors who need to renew their NRSWA certificate and SWQR card.

Even if your card has expired, you can still take the reassessment—as long as it’s within five years of the expiry date.

We offer certificates for both England and Scotland. Since there is no fixed combination required, you can tailor your certificates to match the specific work you perform.

Why Take the NRSWA Reassessment?

Under the New Roads and Street Works Act 1991 (NRSWA), a qualified operative must be on-site whenever street works are taking place. While the supervisor doesn’t need to remain on-site, they must oversee the work and can supervise multiple sites.

If your SWQR card has expired and you previously completed an NRSWA course, you must take the reassessment. It’s essential to complete your training within five years of the card’s expiry date, as working without a valid card is not permitted.

The NRSWA Reassessment course for operatives and supervisors will cover the following certificates below:

Operatives:

  • LA: Location and avoidance of underground apparatus.
  • 01: Signing, lighting and guarding.
  • 02: Excavation in the highway (Excavation in the road in Scotland).
  • 03: Reinstatement and compaction of backfill materials.
  • 04: Reinstatement of sub-base and base in non-bituminous materials.
  • 05: Reinstatement in cold-lay bituminous materials.
  • 07: Reinstatement of concrete slabs.
  • 08: Reinstatement of modular surfaces and concrete footways.

Note: You must hold certificates LA and 01 before any additional certificates (02 to 08) are valid.

Supervisors:

  • LA: Location and avoidance of underground apparatus.
  • S1: Monitoring signing, lighting and guarding.
  • S2: Monitoring excavation in the highway (Excavation in the road in Scotland).
  • S3: Monitoring reinstatement and compaction of backfill materials.
  • S4: Monitoring reinstatement of sub-base and base in non-bituminous materials.
  • S5: Monitoring reinstatement in bituminous materials.
  • S6: Monitoring reinstatement of concrete slabs.
  • S7: Monitoring reinstatement of modular surfaces and concrete footways.

Note: Supervisors must hold LA and S1 for the remaining certificates (S2 to S7) to be valid. LA, 01, and S1 may also be used independently for non-street works activities.

Course Objectives

By the end of the course, you will confidently perform operative duties in full compliance with the New Roads and Street Works Act 1991 (NRSWA).

This training ensures both practical readiness and legal awareness.

How Do You Pass the NRSWA Operative Course?

You must complete both a theory assessment and a practical assessment for each unit:

Practical Assessment

Demonstrate your ability to perform key street works tasks—such as safe excavation and cable avoidance techniques—under real-world conditions.

Theory Assessment

  • Format: Multiple-choice exam using a tablet.
  • Time: 45 minutes.
  • Pass Mark: 80%.
  • Resits: Up to two resits available (usually offered on the same day).
