The ProQual Level 4 Certificate in Fire Risk Assessment is a regulated qualification mapped to the competence framework in BS 8674:2025 for individual fire risk assessors. It is built for those working in, or aiming to enter, fire safety, or who carry out fire risk assessments within their role.

The Certificate takes learners to both foundational and intermediate competence, equipping them to deliver effective assessments, produce accurate reports, and champion good practice — strengthening their professional standing and career options.

Low-risk premises generally hold around 60 occupants; moderate-risk premises — supermarkets, factory and commercial units, for example — accommodate up to 500 people, carrying a moderately higher risk profile.

Who can enrol

Entry requires either a Level 3 (or equivalent) fire risk assessment qualification, or at least three years' demonstrable occupational experience in the field. You must also hold a role, or be on a training course, that lets you carry out assessments in real settings or realistic simulations.

Assessment

Competence is shown through a mix of approaches: submission of genuine workplace evidence, a professional discussion with your assessor, and a workplace observation. The observation covers at least one task — such as evaluating and reporting on assessment materials, or planning, carrying out and presenting a fire risk assessment for a moderate-risk building in line with legislation and guidance — overseen by a suitable manager or mentor and agreed beforehand with your assessor.

Duration and enrolment

You can begin at any point. Completion time differs by learner, with ProQual estimating around 245 hours on average. Following enrolment you are sent a work pack and meet your assessor for an induction covering evidence gathering, the workbook and filing system, and a competence analysis of your strengths and any gaps to close.

Ideal for

Those active in or moving into fire safety who assess low and moderate-risk premises and want advanced, regulated, BS 8674:2025-aligned evidence of competence.

For short courses a completion certificate is available at the end of the course. You can screenshot this or print it out to confirm completion of the training.

For accredited courses a certificate will be sent directly to you from the appropriate awarding body.
