The ProQual Level 5 Diploma in Fire Risk Assessment is a regulated qualification mapped to the BS 8674:2025 competence framework for individual fire risk assessors. It is aimed at working fire risk assessors and health and safety professionals already dealing with low to medium-risk assessments who are ready to take on higher-risk premises.

Building on existing foundational and intermediate competence, the Diploma prepares you to assess high-risk buildings and to embed the ongoing-learning habits that keep an assessor's practice current.

Subjects covered

The Diploma comprises four units:

  • Undertaking a Fire Risk Assessment for High-Risk Buildings
  • Managing the Risk of Fire in High-Risk Buildings
  • Advanced Fire Risk Assessment
  • Personal Development as an Advanced Fire Risk Assessor

High-risk premises carry heightened complexity and hazard — more than 500 occupants, escape travel distances beyond 60 metres, single stairs, fire spread areas over 1,000 square metres, or multiple and specialised hazards. They include high-rise residential blocks, complex commercial units, care homes, hotels and hospitals.

Who can enrol

Entry requires either the ProQual Level 4 Certificate in Fire Risk Assessment, or a minimum of five years' proven occupational experience in the field. You must also be in a role, or on a training course, that allows you to assess low, medium and high-risk buildings in real or realistically simulated environments.

Assessment

You demonstrate competence through several methods: genuine workplace evidence, a professional discussion plus written questions, a workplace observation, and a witness testimony from a supervisor or line manager. The observation covers at least one activity — undertaking a high-risk building assessment, or advanced assessment and personal development as an advanced assessor — carried out by a suitable manager or mentor and agreed in advance. One-to-one assessor support runs throughout.

Duration and enrolment

Start dates are flexible. Time to complete varies, with ProQual estimating roughly 380 hours on average. Once registered you receive a work pack and an induction with your assessor covering evidence gathering, the workbook and filing system, and a competence analysis to identify strengths and development needs.

Ideal for

Practising assessors and health and safety professionals handling low to medium-risk work who want to progress to high-risk buildings and hold the highest level of regulated, BS 8674:2025-aligned competence.

For short courses a completion certificate is available at the end of the course. You can screenshot this or print it out to confirm completion of the training.

For accredited courses a certificate will be sent directly to you from the appropriate awarding body.
