Assessing and Controlling Building Safety Risks, Online

Part 4 of the Building Safety Act 2022 requires Accountable Persons to assess the risks of fire spread and structural failure in occupied higher-risk buildings, review those assessments and take all reasonable steps to prevent the risks materialising or reduce the severity of an incident.

This online course shows how to identify and assess those risks, how they differ from related hazards governed by other legislation, how to choose proportionate controls and how to keep the assessment current as the building changes.

Who Is the Building Safety Risks Course For?

The course is for those responsible for risk in occupied higher-risk residential buildings in England, including:

  • Accountable Persons
  • Principal Accountable Persons
  • Higher-risk residential building managers
  • Building safety managers
  • Property managers with building safety responsibilities
  • Risk assessment and building safety compliance coordinators

It is relevant to housing associations, registered providers, local authority housing, residential property management and build-to-rent, and to freeholders, managing agents, high-rise asset managers and student accommodation providers where the regime applies.

Why Is Building Safety Risks Training Important?

Defects that have not been found and assessments that are out of date leave Accountable Persons without a reliable basis for controlling fire and structural risks. Fire safety duties under the Regulatory Reform (Fire Safety) Order 2005 remain separate from Part 4 responsibilities.

Other hazards in a building are covered by their own legislation, and the course shows when they need specialist assessment, including the Control of Asbestos Regulations 2012, the Electricity at Work Regulations 1989, the Gas Safety (Installation and Use) Regulations 1998, the Control of Substances Hazardous to Health Regulations 2002 (for legionella) and the Lifting Operations and Lifting Equipment Regulations 1998.

  • Reassess risks after defects, incidents or changes in the use of the building

Course Content

This online Building Safety Risks course is made up of the following modules:

  • Risk Assessment Duties – a five-step approach to identifying hazards, assessing risk, choosing controls and recording findings, and why commissioning an assessment does not remove the AP's duties
  • Fire Hazards – weaknesses in compartmentation, escape routes and fire protection systems, residents' evacuation needs and when external walls need specialist appraisal under PAS 9980
  • Structural Hazards – warning signs, changes that need specialist review, building records, deterioration and materials such as reinforced autoclaved aerated concrete (RAAC)
  • Asbestos – coordinating surveys, management plans and contractor information before work starts
  • Electrical Hazards – using Electrical Installation Condition Reports to respond to communal electrical defects, and the role of BS 7671
  • Gas Safety Hazards – checks on communal installations and landlord-provided appliances, and keeping records of Gas Safe engineers' work
  • Legionella – water system risks, competent assessment, and controls and monitoring based on the HSE Approved Code of Practice L8
  • Lift Safety Hazards – routine servicing compared with thorough examination, serious defects, firefighting lift availability and records
  • Applying Controls – the hierarchy of control, interim arrangements, verification and commissioning
  • Continuous Risk Management – reviewing risks after changes or incidents, using resident reports and inspection trends, and linking records to the golden thread and the safety case

Learners complete a final assessment before their certificate is issued. The end of course test is:

  • 100% online
