Duty Holder and Competent Person E-learning Across 75 Subjects

Human Focus is an e-learning provider with an unusual bias: rather than the familiar one-hour awareness modules, much of the catalogue is aimed at named duty holders and competent persons — the people who carry a specific legal responsibility and need something more substantial than a general briefing. That shows in the course titles, which repeatedly split a subject into awareness, risk assessment and duty holder versions. Three areas run deeper here than almost anywhere else on the site: passive fire protection, statutory equipment inspection under LOLER and PUWER, and a full professional cleaning operative range.

Fire doors and passive fire protection
Seven separate fire safety courses covering fire door inspection, installation and maintenance as distinct competencies, plus a competency development route combining theory with assessed practice. Fire stopping, fire extinguisher inspection and general fire safety inspection complete the set. This is the part of fire safety that the Building Safety Act and the Fire Safety (England) Regulations have pushed hardest — responsible persons in blocks of flats now have explicit duties around fire door checks, and “we had someone look at them” is no longer a defensible answer.
LOLER, PUWER and equipment inspection
LOLER is split three ways — awareness, risk assessment, and management and inspection for the competent person who signs off thorough examinations — with a separate lifting operations course. PUWER follows the same pattern across users, maintenance staff and duty holders. Alongside those sit targeted inspection courses for forklifts, ladders, and harnesses and lanyards, plus safe assembly of equipment. If you are the person whose name goes on an inspection record, the duty holder versions are the relevant ones.
Asbestos
Both major awarding routes are covered: IATP Asbestos Awareness and IATP Duty to Manage, and UKATA Asbestos Awareness, plus an asbestos safety risk assessment course. Awareness training is the legal minimum for anyone whose work could disturb asbestos-containing materials; Duty to Manage is for the person responsible for the register and management plan under regulation 4. Occupational hygiene — dust, fume and ventilation
Silica dust is covered at both awareness and duty holder level, with welding fume control, LEV management for duty holders, an exhaust and ventilation training pack, and face fit testing training. This cluster addresses the slow-onset exposures that cause far more deaths annually than site accidents but generate almost no urgency — respiratory disease from silica and welding fume in particular. Face fit testing training is the practical one: RPE that has not been fit tested to the individual wearer is not protecting them. Related COSHH and face fit courses.
Legionella and water systems
Four courses spanning general legionella awareness, risk management for the appointed responsible person, a version for project managers dealing with water systems in construction and refurbishment, and steam boiler water treatment to BG04. The responsible person course is the one that maps to the duty under ACOP L8 — someone has to be named, and they need to be able to demonstrate competence.
Professional cleaning operations
A twelve-course practical cleaning range that is genuinely rare in e-learning form: hard floor burnishing, spray burnishing, machine scrubbing and spray stripping as separate techniques, plus damp mopping, mop sweeping, vacuum cleaning, dusting and damp wiping, washroom and toilet facilities, safe storage of cleaning equipment, COSHH for cleaners, and slips, trips and falls during cleaning operations. Two spill kit courses cover chemicals and oils, and bodily fluids, separately. Useful for FM contractors standardising method across a dispersed workforce.
Construction, CDM and groundworks
CDM 2015 is covered at awareness level and as management principles for duty holders. Alongside: Breaking Ground in Construction for duty holders and Lead Accident Investigator, both IIRSM approved; banksman and traffic marshal training; CAT and Genny for locating buried services; scaffolding awareness; and IOSH SHE Construction for Site Managers.
Manual handling, DSE and ergonomics
Manual handling risk assessment comes in essentials and advanced versions, with industrial ergonomics for managers taking the wider view of workplace design. DSE assessor training covers the display screen equipment assessments employers are required to carry out. Musculoskeletal disorders remain the single largest cause of work-related ill health in Great Britain, which is why the assessor-level courses are worth more than a general awareness module.
ISO management systems
Introductory courses for ISO 9001 and ISO 45001, and implementation training for 9001, 45001 and 14001. The implementation courses are aimed at organisations actually building a management system towards certification rather than at people who just need to understand what the standard is.
Environment and sustainability
Carbon footprint reduction, sustainability and environmental management, and waste management training. Increasingly asked for in tender pre-qualification rather than driven by regulation, which is worth knowing when you are deciding how many people to put through.
Wellbeing, incident learning and specialist topics
Mental Health First Aid, new and expectant mothers at work, and managing near miss reporting for effective learning. Specialist one-offs include hot works safety and hot works risk assessment, lithium-ion battery safety, PAT testing to the ISITEE approach, food safety risk assessment, and a colour blind test for roles where colour discrimination matters.
Awareness, risk assessment or duty holder?
Several subjects here appear at more than one level, and picking the wrong one is the usual mistake. Awareness is for people affected by a hazard who need to recognise and avoid it. Risk assessment is for whoever writes or reviews the assessment. Duty holder or competent person is for the individual carrying the named legal responsibility — the person who manages the asbestos register, signs the LOLER thorough examination, or is the appointed responsible person for water systems. Buying awareness training for someone in a duty holder role is a common and expensive gap, because it looks like training has been done.
