Engaging Residents in Building Safety, Online

Residents are often the first to notice that something is wrong in a building. Section 91 of the Building Safety Act 2022 requires the Principal Accountable Person for an occupied higher-risk building in England to prepare a Resident Engagement Strategy, consult on it, review and revise it, and act in line with it.

This online course explains how to prepare a strategy that fits the building and its residents, how to communicate in ways everyone can access, how to record concerns and responses, and how evacuation planning duties fit alongside.

Who Is the Resident Engagement Course For?

The course is for those responsible for engaging residents in occupied higher-risk residential buildings in England, including:

  • Principal Accountable Persons
  • Accountable Persons
  • Resident engagement managers
  • Housing managers
  • Property managers
  • Resident engagement officers

It applies across housing associations, registered providers, local authority housing, freeholders, managing agents and residential asset management, and to build-to-rent and student accommodation where buildings fall within the higher-risk regime.

Why Is Resident Engagement Training Important?

A strategy only works if residents can understand it, take part in decisions and see that their concerns are recorded and acted on. Language, literacy, disability and access to technology can all stand in the way of that.

The Fire Safety (Residential Evacuation Plans) (England) Regulations 2025 introduce separate duties for the Responsible Person under the Regulatory Reform (Fire Safety) Order 2005, who may not be the same as the Accountable Person. The course shows how the two sets of duties relate.
