Keeping the Golden Thread and Reporting Occurrences

The golden thread is the digital record of the information needed to keep a higher-risk building safe. Under the Building Safety Act 2022, Accountable Persons for occupied higher-risk buildings in England must keep it up to date as far as possible and report safety occurrences to the Building Safety Regulator.

This online course explains what the golden thread should contain, how the three gateways shape the information handed over at occupation, how to keep records current, and when an incident or defect must be reported.

Who Is the Golden Thread Course For?

The course is for those who manage building safety information and reporting for higher-risk residential buildings, including:

  • Accountable Persons
  • Principal Accountable Persons
  • Building safety and records staff
  • Housing associations and councils
  • Freeholders and managing agents
  • Build-to-rent and student landlords

Why Is Golden Thread Training Important?

Missing or disorganised records can hide fire and structural hazards, and gaps at handover can make it difficult to establish what was installed and approved. The Principal Accountable Person must also set up and run an effective mandatory occurrence reporting system.

Under section 87 of the Act, an Accountable Person who fails without reasonable excuse to give the Building Safety Regulator the information it requires about a safety occurrence commits an offence punishable by a fine. Under section 101, an Accountable Person who breaches their duties without reasonable excuse, putting people at significant risk of death or serious injury, commits an offence carrying up to two years' imprisonment, a fine, or both.

Course Content

This online Golden Thread course is made up of the following modules:

  • The Golden Thread – using the example of a fire door with no installation or certification records to show why the golden thread is needed and what it should contain
  • Gateways – the planning, pre-construction and pre-occupation gateway stages
  • Receipt and Management – checks to make before accepting the golden thread at handover, and keeping records digital, secure, accessible and up to date
  • Keeping Up to Date – the inspection, maintenance and repair records that feed the golden thread after occupation, and recording and responding to residents' safety concerns
  • Mandatory Occurrence Reporting – what counts as a mandatory occurrence, the two-stage notice and report process and what can follow a report
  • Case Study – a building manager decides whether defective fire stopping found during routine maintenance must be reported, even after a quick repair
