Managing Competence in Higher-Risk Buildings, Online
Accountable Persons and Principal Accountable Persons can appoint others to carry out building safety work, but they cannot hand over their legal obligations. Regulations under the Building Safety Act 2022 require them to make sure that anyone responsible for, or helping with, those duties is competent.
This online course shows how to judge, build, check and record competence: in yourself, your team and the contractors, assessors and specialists you appoint.
Who Is the Competency Management Course For?
The course is for anyone who holds, supports or oversees Accountable Person duties in occupied higher-risk buildings, including:
- Accountable Persons and Principal Accountable Persons
- Building safety and asset managers
- Procurement and contract managers
- Housing associations and councils
- Freeholders and managing agents
- Build-to-rent and student housing providers
Why Is Competency Management Training Important?
A certificate shows that someone has been trained, not that they have the experience or behaviours to do the job safely. Familiar contractors are often appointed without a formal check and may subcontract safety-critical work to people nobody has assessed, and competence confirmed at appointment can go out of date if it is never reviewed.
The Building Safety Regulator can issue a compliance notice with a deadline, and failing to comply without a reasonable excuse is an offence. A breach of duty that, without reasonable excuse, puts people at significant risk of death or serious injury is also an offence. On conviction in the Crown Court, each offence carries up to two years' imprisonment, a fine, or both.

- Understand the four elements of competence (skills, knowledge, experience and behaviours) and why all four are needed
- Recognise why competence is role-specific, and how PAS 8673 and BS 8670-1 help structure and assess it
- Review their own competence and close gaps through training, continuing professional development or competent support
- Identify the checks to make on organisations and individuals before appointing contractors, assessors and specialists
- Recognise when an appointment must be refused, and why a long working relationship is not evidence of competence
- Understand how review cycles, observation and tracking keep competence current after appointment
- Identify the records to keep for staff and external appointees, and how they link to the golden thread
Course Content
This online Competency Management course is made up of the following modules:
- What Is Competence? – skills, knowledge, experience and behaviours, role-specific competence and what the law expects of APs and PAPs
- Building Competence – reviewing and developing your own competence using PAS 8673
- Assessing Others – checking firms and individuals from tender to site, and when to refuse an appointment
- Monitoring Competence – annual reviews, central records and reassessment after a change of role or an incident
- Recording Evidence – what the Building Safety Regulator may ask to see, and how competence records link to the golden thread and the safety case report
- Case Study – a 22-storey refurbishment where many new fire doors fail inspection because a trusted contractor was appointed without a competence check
Assessment
Learners complete a final assessment before their certificate is issued. The end of course test is:
- 100% online
- Multiple choice
- Passed with a score of 80% or more
Certification
