An Online Introduction to the Building Safety Act 2022

The Building Safety Act 2022 changed how higher-risk residential buildings in England are designed, built and managed, and it put named people in charge of keeping them safe. This short online course gives everyone involved in running these buildings a clear grounding in what the Act requires and why.

It explains which buildings fall within the regime, who holds Accountable Person (AP) and Principal Accountable Person (PAP) duties, how the gateways and the golden thread work, and what happens when the duties are not met. It is the starting point for anyone new to the Act, ahead of the more detailed AP and PAP courses.

Who Is the Building Safety Act Course For?

The course is for anyone involved in managing higher-risk residential buildings in England, including:

  • Accountable Persons and Principal Accountable Persons
  • Directors and board members
  • Building and fire safety managers
  • Housing and resident liaison staff
  • Asset and facilities managers
  • Managing agents and freeholders

Why Is Building Safety Act Training Important?

The Act followed the Grenfell Tower fire, in which 72 people died, and Dame Judith Hackitt's independent review of building regulation published in 2018. The government accepted all of the review's recommendations, and the Building Safety Act 2022 was the result.

In England, a higher-risk building is one that is at least 18 metres or seven storeys tall and has at least two residential units. For these buildings, the Act introduces:

  • Duties on Accountable Persons to assess fire spread and structural failure risks and take all reasonable steps to control them
  • A Principal Accountable Person who must register the building and apply for a Building Assessment Certificate when directed by the Building Safety Regulator
  • A safety case report showing how risks are identified and managed
  • A golden thread of digital safety information that must be kept accurate and up to date
  • Three gateways for new higher-risk buildings: at planning, before building work starts and before occupation

The Building Safety Regulator can inspect buildings, issue notices requiring corrective action and stop work until it complies. Failing to meet the duties can lead to fines and, in serious cases, imprisonment. The Act also extends the time limit for claims under the Defective Premises Act 1972 on work completed before 28 June 2022 from 6 years to 30 years.
