Martyn's Law Training for Premises and Events of 800 or More People

The NEBOSH National Certificate in Protecting Enhanced Duty Premises and Events from Terrorism is the specialist qualification for people managing publicly accessible premises and qualifying events in the enhanced tier of the Terrorism (Protection of Premises) Act 2025, better known as Martyn's Law. The enhanced tier applies where it is reasonable to expect 800 or more people to be present at the same time.

Enhanced duty builds on the standard tier. On top of notifying the Security Industry Authority (SIA) and having public protection procedures, enhanced tier duty holders must put public protection measures in place so far as is reasonably practicable, document their compliance and provide that document to the SIA, and, where the responsible person is an organisation, designate a senior individual accountable for compliance. The course is aimed at health and safety professionals and managers rather than operational security specialists, applying familiar risk assessment thinking to terrorism preparedness.

Unit PTE1: Protecting Enhanced Duty Premises and Events from Terrorism

• The legal framework of the Terrorism (Protection of Premises) Act 2025
• Terrorist threats, attack methods and target attractiveness
• Assessing site vulnerability and the risk of harm
• Public protection procedures: evacuation, invacuation, lockdown and communication
• Public protection measures: monitoring, movement, physical security and security of information
• Compliance documentation and providing it to the SIA
• The designated senior individual role
• Incident response, casualty care and post-incident investigation
• Business continuity and recovery
• Security culture, leadership and worker engagement

Methods of Assessment

A single online, closed book assessment of around 60 minutes with 30 questions, blending multiple choice, multiple response, ranking, categorising and fill-in-the-blank formats, including eight mini scenario questions. The pass mark is 60%. There is no separate practical workplace assessment.

Who falls under enhanced duty?

Publicly accessible premises and qualifying events where it is reasonable to expect 800 or more people to be present at the same time. Premises expecting between 200 and 799 people fall into the standard tier instead.

What is a designated senior individual?

Where the responsible person for enhanced duty premises or a qualifying event is an organisation, the Act requires a senior individual involved in its management or control to be designated as accountable for compliance.

When does Martyn's Law take effect?

The Act received Royal Assent on 3 April 2025, with an implementation period of at least 24 months before the substantive requirements take effect.

Does the qualification expire?

It has no formal expiry date, although Martyn's Law guidance is still developing and the compliance document must be kept under review.
