The NEBOSH National Certificate in Protecting Standard Duty Premises from Terrorism is a one-day qualification for people responsible for publicly accessible premises in the standard tier of the Terrorism (Protection of Premises) Act 2025, better known as Martyn's Law. The standard tier covers premises where it is reasonable to expect between 200 and 799 people to be present at the same time.

Standard tier duty holders must notify the Security Industry Authority (SIA) and have appropriate public protection procedures in place, grouped in the statutory guidance as evacuation, invacuation, lockdown and communication. Many organisations find that a fire evacuation plan does not cover situations where keeping people inside is the safer option. The course is aimed at health and safety professionals and managers rather than security specialists, building on risk assessment skills most candidates already have.

Methods of Assessment

A single online, scenario-based assessment taken at the end of the day, using a blend of question styles. There is no practical workplace unit, so you do not need access to particular premises to complete the qualification.

What is Martyn's Law?

It is the common name for the Terrorism (Protection of Premises) Act 2025, which requires those responsible for certain publicly accessible premises and events to take steps to reduce the risk of harm from terrorism. It creates a standard tier for 200 to 799 people and an enhanced tier for 800 or more.

What is invacuation?

Keeping people inside, or moving them to a safer part of the building, rather than evacuating them onto the street. It is often the procedure organisations have not yet written.

When does the Act take effect?

The Act received Royal Assent on 3 April 2025, with an implementation period of at least 24 months before the substantive requirements take effect.

Do I need the enhanced duty course instead?

Only if it is reasonable to expect 800 or more people at the same time, or you run a qualifying event at that scale.
