Pennsylvania Property & Casualty Insurance Continuing Education
Pennsylvania Insurance Department approved online continuing education for resident property, casualty and personal lines producers, plus a dedicated adjuster course. All courses are PID-approved (Provider ID# 109696), reported to the Department directly, and completed entirely online.
Pennsylvania CE Requirements
- All resident producers, title agents and public adjusters: 24 hours of approved CE every two-year biennium.
- Ethics — new since April 2025: 3 hours of approved ethics CE is now mandatory for all licensees.
- Flood — new since April 2025: producers holding a Property & Casualty line of authority must complete 2 hours of flood insurance training as part of the 24.
- Carry-over: up to 24 excess hours may be carried into the next renewal period.
- Repeats: a course cannot be repeated within the same renewal period.
The April 2025 Rule Change — P&C Producers Are Most Affected
Pennsylvania introduced mandatory subject requirements on 29 April 2025, and Property & Casualty producers picked up two of them: 3 hours of ethics and 2 hours of flood. Licensed before that date, both must be completed by 29 April 2026 or by the end of your current licence period, whichever is later. Licensed on or after, by the end of your first licence period.
Note that adjuster licences are exempt from these updated requirements — the 24-hour adjuster course below stands on its own.
Two Different Flood Courses — Check Which You Need
The 2-hour Flood Course satisfies the new ongoing CE requirement for P&C producers. The 3-hour NFIP Review is the separate one-time certification needed before you can sell flood insurance at all, set by FEMA and the National Flood Insurance Program. They are not interchangeable, and an agent selling flood products may need both.
Exam Rules — Read This One
Pennsylvania is stricter than most states. CE exams are closed-book, and self-study or online exams must be monitored by an unbiased third party. Family members, friends, supervisors and colleagues cannot act as monitor. The monitor must complete a Declaration of Compliance, and failure to submit it disqualifies your result. Pass mark is 70% with unlimited retakes.
Renewal, Fees and Reporting
Licences expire on the last day of your birth month, biennially, based on your original licensing year. Renewal opens 60 days before expiry; the producer fee is $55 and public adjusters pay $200. Failure to renew results in suspension, with reinstatement possible within 12 months plus a late penalty.
Credits must be reported within 10 days of completion, and the state applies a $5.00 per course reporting fee automatically. Keep your completion certificates for six years.
