What is the CITB SMSTS Course?
The Site Management Safety Training Scheme (SMSTS) is the five-day CITB Site Safety Plus course for people who manage construction sites. It covers the legal framework a manager works within, how safety, welfare and environmental duties fit into everyday site operations, and how management decisions shape the safety culture of a project. Build UK endorses SMSTS as the standard training for construction site managers.
Who is the CITB SMSTS Course Suitable For?
Project managers, site managers, senior supervisors, business owners and clients who hold or are about to take on responsibility for managing a construction site. You will need a good understanding of spoken and written English and a valid form of photo ID.
What's Included in the SMSTS Course?
Five days of live instructor-led training delivered over Zoom, with the CITB mandatory publications supplied as eBooks: the Construction site management delegate workbook (XA6) and Construction site safety – the comprehensive guide (GE700).
Delivery Method
Live online via Zoom, 08:30 to 16:30 each day. Delegates need a laptop or PC with webcam, microphone and speakers, a stable internet connection and a quiet space for the full course.

Course Content
- Health and Safety at Work Act 1974 and the Management of Health and Safety at Work Regulations 1999
- Construction (Design and Management) Regulations 2015 – duty holders, pre-construction and construction phase plans
- Work at Height Regulations 2005 – scaffolding, inspection, ladders, harnesses and fall arrest
- RIDDOR 2013, PPE Regulations 2022 and first aid requirements
- COSHH, noise, vibration, manual handling and the Control of Asbestos Regulations 2012
- Waste and environmental management
- Risk assessments, method statements and control measures
- PUWER and LOLER, electricity, underground and overhead services, excavations, confined spaces and fire safety
- Occupational health, drugs and alcohol, mental health awareness
- Leadership, worker engagement, communication and statutory forms and registers
Assessment / Examination
Delegates are assessed on their involvement across the week and on four core exercises: implementing health and safety legislation, managers' and supervisors' responsibilities, a construction site briefing and a site layout exercise. The course ends with a 35-minute CITB exam of 25 questions (18 multiple choice and 7 multi-response or short written answers). The pass mark is 81%, and the GE700 and XA6 publications may be used for the final 15 minutes.
Certification
Successful delegates receive the CITB Site Safety Plus SMSTS certificate, issued as a PDF and valid for five years. It must be renewed by completing the two-day SMSTS Refresher before the expiry date, otherwise the full five-day course has to be retaken.
